Start friendly, not frightening
Young children often enjoy the fun side of the holiday more than jump scares. For a gentle start, try PBS KIDS Halloween for approachable games, costume ideas and crafts, or the creator-owned Felipe Femur & Friends for playful skeleton-themed entertainment.
Make something together
You don't need specialized materials. DLTK's Halloween crafts include simple projects using paper, glue and coloring tools. Activity Village also has puzzles, drawing activities and printables with a broad range of difficulty.
For classrooms and rainy afternoons
Print a few activities in advance, such as Halloween coloring pages from SuperColoring or worksheets from Education.com. Some third-party resources require accounts or offer both free and paid content; check the individual download page before promising a free worksheet.
